Graduate Program Proposal Process

The process outlined below will be utilized for all new graduate programs, including concentrations, graduate certificates and micro-credentials.

Note: Graduate Certificates may require additional forms to be eligible for financial aid

  1. Initiator completes

    Upon submission, an initial meeting will be scheduled between program proposer, their college leadership, Graduate Dean, the Registrar鈥檚 Office, the Provost鈥檚 Office, the Office of Finance. The purpose of this meeting will be to (1) review requirements for program creation, (2) manage the expectations of timelines, and (3) review institution, state, and accreditation requirements.

  2. Initiator enters information within

    Required within the system are several forms from the Ohio Department of Higher Education鈥檚 (ODHE) Chancellor鈥檚 Council of Graduate Schools (CCGS) and 糖心原创. Prepared forms will be attached within your proposal on Curriculum.

    3. Course descriptions (not full syllabi)
    4. Needs assessment/market analysis to determine a need for the program
    5. Consultants鈥� reports (if applicable)糖心原创鈥檚 and 颁颁骋厂鈥�
      1. Both fiscal impact statements are similar and required

    Resources for assistance in completing Step 2:

    • Graduate Dean鈥攃urriculum questions; curricular mapping, assistance with the CCGS proposal template, etc.
    • Office of Finance鈥攁ssistance with financial impact statement
    • Registrar鈥檚 Office鈥攁ssistance with Curriculum entry
    • Provost鈥檚 Office, Vice Provost of Assessment and Accreditation鈥攁ssistance with formulating program learning outcomes; aligning program learning outcomes with curricular materials, course outcomes and assessments
  3. Program proposal follows review process in

    1. Vice Provost for Assessment and Accreditation, reviews learning objectives and outcomes
    2. Graduate Department or Program Curriculum Committee
    3. Department Chair / Program Director
    4. College Graduate Curriculum Committee
    5. Dean (simultaneously conducts step 3 below)
    6. Graduate School
    7. University Graduate Curriculum Committee
    8. Faculty Senate
    9. Provost
    10. Board of Trustees (will not be approved in Curriculum until step 5 has been completed and approved)
    11. Registrar*

    *The Registrar does not approve in Curriculum until step 6 has been completed. This ensures that degree programs are not created within the authoritative data system at 糖心原创 prior to state approval.

  4. After the Dean has reviewed and approved within Step 2, they will submit the CCGS Proposal to the CCGS shared drive. Separate notification will be sent to the Chancellor鈥檚 staff. CCGS member institutions will then review proposals and provide a response, as appropriate, on all Proposal elements identified in the preceding section.

    CCGS members will refer Proposals to experts within their institutions. Written comments from each CCGS institution, consisting of the campus reviewers鈥� comments along with the CCGS member鈥檚 summary evaluation will be uploaded to the CCGS shared drive within four calendar weeks from the Monday following receipt of the receipt of the Proposal.

  5. Program is presented to the Board of Trustees, if approved, proceed to Step 6.

  6. Upon approval by the CCGS, the Registrar鈥檚 Office submits approval in Curriculum. The Registrar鈥檚 Office will finalize program approval process and the new program can begin marketing and admission process.

    If needed, the Higher Learning Commission (HLC) screening form will be completed after the Provost鈥檚 approval in Step 6. If additional HLC approval is required, the program will be notified of next steps.

    Curriculum sends a notification email of the approval program to the Office of Institutional Research, Marketing, Communications and other key offices.
